Fee Deferral Programs

A business that may be constructing their own building or significantly improving an old building can be required to pay Development Impact Fees. Development Impact Fees can be expensive. The City has implemented an installment financing plan that allows Development Impact Fee payments be spread over time to minimize the up front cost. The Sewer/Traffic/Underground Fee deferral program requires businesses pay the outstanding balance of Impact Fees over a period of five years.

Expedited Permitting Assistance

Morgan Hill offers businesses a one-stop approach to making the permit process transparent and expeditious. The City is committed to providing technical assistance and coordination with other City departments to move projects through the development approval process in a timely and predictable process and help minimize costs and increase productivity.

Use Tax Incentive Program

The Use Tax Incentive Program is a joint effort between businesses and the City, where we work together for mutual benefit in allocating use tax dollars back to the City of Morgan Hill. In exchange for undertaking the tax liability and reporting to the State of California, the City of Morgan Hill will reimburse you a portion of the local tax that was collected.

Firms making purchases of equipment, materials and fixtures from out of state will remit use tax to the State of California through either a:

• Direct Pay Permit

• Sub Seller’s Permit

Firms designate “Morgan Hill” as the first function use of the equipment. The City will reimburse you for the administrative burden of monitoring and allocating the tax.

Morgan Hill Loan Program

Grow Morgan Hill Fund

The City of Morgan Hill has partnered with the National Development Council to provide a unique loan program, the Grow Morgan Hill Fund. This program offers loan amounts of $100,000 to $1.5 million at very favorable rates and terms. Loans are available for permanent working capital, real estate acquisition, property improvements, machinery/equipment, and refinance of eligible debt. Loans made under this program will be underwritten by Grow America Fund (GAF) and guaranteed by the Small Business Administration. This loan program is designed to help business grow in Morgan Hill. 

The Grow Morgan Hill Fund can be used by any qualifying business in the City with SBA 7(a) loans.

State of California Business Programs

For information on Business Resources from the State of California and the Federal Government please use the following links below to learn more about each one of these important business incentive programs. 

  • California Competes Tax Credits. The State of California through a competitive ranking process will provide State of California Income Tax credits to businesses that are making investments in people or equipment.

  • Sales Tax Exemption on Select Manufacturing Equipment. Local manufacturers can receive an exemption on the state portion of sales tax when buying R&D and manufacturing equipment.

  • California Alternative Energy and Advanced Transportation Financing Authority (CAEFTA). CAEFTA can approve sales tax exemptions on advanced manufacturing equipment purchases.

  • Santa Clara County Foreign Trade Zone (FTZ). The FTZ program can lower, reduce or eliminate customs duties on foreign imported goods. This program is most beneficial for businesses that are bringing a large volume of goods from out of the country or goods that possess high duty rates.

  • ZEV Funding Opportunities Program. California and local governments offer a variety of incentives, financing options, and grants to help property owners, businesses, and California residents transition to zero-emission vehicles (ZEVs) and install ZEV infrastructure with a skilled workforce.

Employment Training Panel Fund (ETP) 

If you are a private sector business, finding qualified talent can be challenging for businesses. Even when you find that qualified candidate, there is often some investment in time and training that occurs. Did you know the State of California has funds available to upskill your employees? Did you know you can have some of the cost of a trainer be compensated by the State of California? The State of California Employment Training Panel provides private sector businesses funding for employer supported workforce development and training.

Workforce Assistance

Work2future

Work2future is a free federal program that partners with the City of Morgan Hill and collaborates with local small and large businesses, educational institutions and community-based organizations to address the workforce and economic development needs of our region. Services include providing access to education and training for job seekers as well as recruitments and job fairs to help qualified individuals connect with local businesses and pursue employment.

Work2future provides career advising services to thousands of job seekers and connects them with hundreds of business partners. Work2future provides job seekers with the skills they need to land their next job. Participants of work2future have access to in depth vocational assessments, career advising, vocational training, workshops, and on-site job recruitment.
